海軍陸戰隊99旅12日實施實彈射擊訓練時，ㄧ位民眾疑似誤遭國造T91步槍子彈所傷。子彈飛出靶場1.5公里誤傷民眾，原因可能是部分人員射擊時不合格，或是靶場老舊有關。靶場周邊里長怒批，難道以後射擊時，都要先發防彈衣跟頭盔給居民戴嗎?
立法委員賴瑞隆16日上午召開記者會，邀請林園靶場周邊里長出席，要求國防部給個完整交代。賴瑞隆表示，當天射擊打進中石化小港廠有5發子彈，1發擊中工作中的侯姓民眾，1發擊中員工汽車玻璃，其餘3發散落在廠內。他批評，事後軍方只送個紅包給傷者，15日下午僅送了2頁「林園靶場疑似流彈誤傷民人」處置報告，連檢討報告都沒有，他要求嚴懲失職人員，並進一步說明。
賴瑞隆表示，國防部報告回應說，當日共有8個連級單位，共463人實施175公尺臥姿射擊訓練，經調查仍有部分人員射擊不及格，造成流彈情況有2種，一是射擊時射手因心理壓力造成緊張，影響射擊姿勢，導致槍口偏高、彈道偏高，飛出背彈面；其次，可能因為射擊槍口角度偏低，於靶場前方落地，撞擊地面礫石導致彈出背彈面，須再配合檢調單位使用儀器彈道分析及彈痕比對，方能釐清肇因。
出席記者會的陸戰隊副指揮官劉豫屏上將表示，99旅是國軍戰鬥部隊，因此經常會實施實彈射訓，在發生流彈誤傷民眾後，靶場已經暫時停止射擊，99旅的旅長與營長也配合憲調單位調查。
劉豫屏表示，子彈飛出靶場有2種可能，一是175公尺射擊台比較高，布靶比較低，有些射手在射擊時姿勢不標準，導致槍口偏高、彈道偏高；另一是高雄前陣子大雨，導致靶場整備不完整，子彈打在礫石導致彈出背彈面。他表示，陸戰隊一方面配合憲調調查，另一方面也在做場地覆土。
劉豫屏說，林園靶場建立於民國50年，隨著都市發展，周邊石化廠區與人員越來越多。他表示，以後重新啟用後，靶場的安全區域將向山內修理。在誤擊民眾調查報告未出爐、完成整備前，林園靶場不會恢復射擊訓練。
針對媒體質疑林園靶場是否過於老舊，導致子彈飛出靶場外，劉豫屏表示，林園靶場是開放式靶場，國防部已核定撥款2400萬，將靶場全部圈起來，將靶場輪胎補強、背彈面增加，並裝設監視器監控。
